Because if you stop mid-story creation, you'll have the option to save it as a draft. This allows you to create Stories at your convenience and post them later. Note: Drafts are deleted after 7 days.

Stories Instagram is currently developing, which are reminiscent of Twitter's Super Follow feature . Instagram's exclusive Stories will only be visible to members of a fan club or approved group. They likely won't be screenshottable, but they could potentially be collected into (exclusive) highlights.
Now you can only limit who sees your Stories by setting your account to private or sharing your story with your selected best friends.
